Arequipa – The use of protests, strikes and violence have a long history in Peru. Succession among the Incas was often a tortuous affair and things didn't improve under the Spanish. For those without power, unrest was the only means of voicing their grievances and, many times, those grievances were so severe that the accompanying protests were brutal as well. Even in modern Peru, strikes and protests are common in many cities and, sadly, the level of violence seen in the past is not gone as well.
